The Center provides services to youth and adults who are deaf-blind according to the definition of deaf-blindness in the Helen Keller Act. The national center in New York and regional offices that serve each state provide advocacy, support groups, information, and services to people who have both a vision and a hearing loss.
The mission of the Helen Keller National Center for Deaf-Blind Youths and Adults (HKNC) is to enable each person who is deaf-blind to live and work in his or her community of choice. Authorized by an Act of Congress in 1967, the Helen Keller National Center for Deaf-Blind Youths and Adults is a national rehabilitation program serving youth and adults who are deaf-blind.

The purpose of Services for the Blind and Visually Impaired is to provide eligible individuals with visual impairments the opportunities and support that will enable them to become independent, active, self-sustaining members of their communities.
Services may include:
- Assessment, counseling, and guidance
- Training in mobility, daily living skills, and communication (including braille)
- Vocational training
- Adaptive equipment
- Job development and placement
Assistance is offered for:
- Financial and medical benefits
- Housing
- Property and income tax exemptions
- Information and referral
Most services are at no cost.

The Committee on Sailors with Disabilities is dedicated to the proposition that sailing, of which sailboat racing is a part, is a true lifetime sport in which disabled sailors can participate, on equal terms, with anyone.
The Committee is responsible for promoting sailing to persons with disabilities, representing disabled sailors to US Sailing, and addressing practical issues of training, education, and access to sailing and boating facilities.
