What is the Client Assistance Program?

The Client Assistance Program (CAP) is funded under the Rehabilitation Act of 1973. Each state has a CAP. The program acts as an advocate for citizens of the state regarding services provided by the vocational rehabilitation process and ensures that the client's rights have been met.

Client Assistance Program staff can investigate, negotiate, mediate, and pursue administrative and other remedies to ensure that clients' rights are protected under the federal Rehabilitation Act.

If an individual does not understand the proposed Individualized Plan of Employment or receives an adverse decision, he or she should contact the appropriate CAP office for assistance. If a fairness hearing is required, CAP advocates are versed in the law and all procedures necessary to conduct the hearing process.
